Smith & Burgess’s leadership has decades of experience in helping refinery and petrochemical facilities achieve PSM compliance. Our firm has completed more than 250 national and international projects, had a number of articles published in Hydrocarbon Processing, and has earned a seat on the API Subcommittee for Pressure-Relieving Systems. We also developed Salus, a straightforward, user-friendly relief and flare system software package that ensures sound and accurate documentation.

Smith & Burgess understands how plants work and how to keep up with PSM requirements. We initiate and design new systems. Dustin Smith, P.E. has over a decade of experience, with a specialization in relief systems design and documentation; PSM compliance audit reviews; heat and material balance generation; PHA concern resolution; and flare system integration and optimization. Dustin is a chemical engineering graduate of Texas A&M University and a licensed Professional Engineer in Texas. Dustin is LOPA certified.
John Burgess, P.E.Co-Founder and Principal Consultant
John Burgess, P.E. has over a decade of experience, and his core competencies include: process optimization; PSM compliance audit reviews; heat and material balance generation; incident investigations; and heat integration and systems design. John is a BS and MS degreed Chemical Engineer from Texas Tech and the University of Missouri, respectively, and is a licensed Professional Engineer in Texas.

Jason White, P.E., has seven years of experience in PSM compliance, specializing in relief systems design and analysis for the refining, natural gas, and petrochemical industries. Jason earned his BS and MS degrees in Chemical Engineering from the University of Missouri. Jason is LOPA certified.

Dick Baum is a Senior PHA Consultant with 35 years of experience in the oil/gas/chemical sectors. He has been with Smith & Burgess since 2011, focusing on project management, HAZOP/LOPA facilitation, SIL analysis, and Risk Management Studies.

Pam Clark has seven years of experience and vast knowledge in PSM compliance. Her core areas include relief systems design basis generation, concern resolution, and relief systems training. Pam earned her BS in Chemical Engineering from the University of Houston.
Nicholas CristeaStaff Process Consultant
Nicholas Cristea has two years of experience, with specialization in relief systems design basis generation, heat and material balance generation, and concern resolution. Nicholas received his BS in Chemistry from St. Edward’s University, and his MS in Chemical Engineering from the University of Texas at Austin.
Patricia CunningtonSenior Process Engineer
Patricia has over a decade of PSM experience, specializing in relief and flare systems design, radiation and dispersion analysis, concern resolution, facility siting and hazard consequence analysis, and the validation/generation of conceptual relief and flare system design during Front End Engineering Design and Detailed Design including extensive flare hydraulic analysis. She has a BS in Chemical Engineering from Rose-Hulman Institute of Technology.

His primary job function is heading software development, as well as working on various projects. Matt earned his BS and MS degrees in Chemical Engineering from the University of Missouri.
